More than a third of Memphis’ land is vacant.
That’s a stat found in the “Memphis 3.0” draft the City of Memphis released this week. The Memphis 3.0 comprehensive plan is 400-plus pages demonstrating a policy that city leaders invoke quite often: “Build up, not out.” It is designed to encourage infill; revitalize neighborhoods in Memphis’ urban core; promote transit; and potentially reverse the sprawl and interstitial emptiness that has characterized decades of the city’s growth.
