The redevelopment of a massive downtown building with a long legacy — originally built as a hotel for the 1904 World’s Fair and hosted Judy Garland and Harry S. Truman in the 1940s — took one step closer to reality this week when Alterra Worldwide said construction on the Jefferson Arms building would begin this spring.
