A local developer trailed by a litany of lawsuits is planning to build a 456-unit apartment community in Atlantic Beach.
Plans for the project, Fiddler’s Reef, were submitted to the St. Johns River Water Management District on on Dec. 21. The documents list Ocean Reef Atlantic Beach LLC, a company of which Jeffrey Klotz is listed in state records as managing member, as the property owner and project developer.
