Why are rates going up if they don’t have to?

Honestly I get my RE info from this sub and I saw that there will be rate hikes throughout this year, but they’ve gone from 2.9% to over 3.4% in less than 30 days and there hasn’t even been a forced (or whatever the word is) rate hike yet.. one article said rates have gone up in anticipation of the rate hike.. why?? I mean why in anticipation, why don’t they just stay low til they have to go up?

Just anxious over here waiting 3-5 more weeks til we get our close date on our new build and we can finally lock in a rate.
