What’s the difference between Land Assessment, Total Assessment, and Full Market Value?

A neighbor wants to sell me this parcel. It is .31 acre and has a pool. The pool is in disrepair and hasn’t been opened for 12 years. The estimate to bring the pool back to life is around $13k-$15k. Does the full market value account for the parcel having a usable pool? Would it make sense to offer $21000 for this land (21k + 15k for pool repair = full market value of $36k?)

Of course there are other associated costs like electricity and she said we would have to put up a privacy fence between the pool and her house across the street, but I’m only trying to wrap my head about what things are actually worth. Thanks!
