What is the formula for how much mortgage they give you for Asset based mortgage?

I saw something that says take liquid assets and divide that 60. The answer is the monthly payment they will approve you for.

For example if you have a $1,000,000 in stocks they will say ok minus 100,000 for the downpayment. and then divide 900,000 by 60 = approval for upto $15,000/month mortgage payment. Is this correct?
