Want to buy land now and build later, does this make sense and a couple of questions (NY Upstate)

Really torn on the idea that we are in a bubble, I think we are but even if we are we, it could totally keep going. So I’m thinking about buying land now and then building down the road, I think this way I split my risk, if prices dump I only lose on the land and if they keep going at least I have the land locked in. Currently looking for 10+ acres in a semi rural area.

My questions are:

Does this make sense? Are there consultants to look at the land I want to buy that can tell me if its feasible? My biggest concerns are building and getting hosed by a) running electric and b) building and getting an unexpectedly high tax bill.
