Unpermitted upgrades done by licensed contractor?

Hello! I’m looking around at homes and found one I adore. After doing some research, it looks like there were a lot of upgrades to the home done without permits being pulled. They include electrical, plumbing, windows, and a metal roof. The current owner did the work and is a licensed general contractor (has had an active GC license since 1995). He put in about $25,000 in upgrades.

Is this a deal breaker? The seller is willing to accept my offer of $10,000 less than the listing price, but I’m so concerned about the electrical upgrades, and how much it would cost to get all of the upgrades approved by the county.
