Recommendations for a dedicated maintenance personnel?

Responsibilities for properties held in a trust are being passed down to me from past generations. I’m trying to learn by doing property management with my mother (80+ sound mind but struggles with tech). I am good with technology and not a total idiot. I also have a full-time job in another state (a few hours away).
Properties:
1 mixed-use (3 apartments, 2 commercial tenants) built in the 1950s. It’s in good shape but needs plenty of work (for ex. separate heat/electric for all units, new heating system). 1 single family (rented) built in the 1970s. Same as above. 1 commercial (occupied) 1 seasonal cottage hoping to winterize/spruce up & str until costs of renovations paid down a bunch of lands.
It’s a rural area with an HCOL and finding competent maintenance help is HARD. For example, a local electrician is booked until summer of 2024. They had someone lined up to cut back trees & brush– they decided to step back from this 2nd job for a while. Etc.
We’ve decided to hire a dedicated maintenance person full-time this summer to work on a long list of projects. They’ll be part-time in the fall/winter. They’re well recommended (loyal & hardworking), did some work for us before, and have lots of B&G experience. They can do most things that don’t require a license (and can probably do those, too). You know the kind of person I mean. Maybe you are one.
My understanding is hiring them as an independent contractor is the best bet. If we did that, we’d have to figure the cost of their business insurance into the pay (we are luring them away from their current job) and perhaps pay them higher than what they’re currently asking. I’d appreciate any recommendations/advice from more experienced folks. For example, if they insist on being an employee (they’d want $30/hour) my instinct is that it is probably worth the extra hassle– but then I’ll be looking for decent, secure, and affordable payroll software that can be set up to do automatic payments.
