[Ontario, Canada] Can I get a mortgage pre-approval to hold rates on the B-Lender side?

I want to lock in interest rates now as I think they will rise in the future

This mortgage broker I’m using tells me that I should go to him when I want to place an offer on a property (but that could be 2 weeks from now and rates could rise). I want to lock in rates but he’s not letting me. Is this usual or is he just being lazy not wanting to do the paperwork now?
