Is there a property transfer tax on both new purchase and/or refinance? The difference being the seller pays the property transfer tax when it’s a new purchase, whereas the borrower pays the property transfer tax when refinancing. I know some states don’t charge this fee, but both NY and NYC does. I was hoping to compare closing costs for new purchase Vs. refinance. I know there are a few exceptions, but I don’t think I fall into any of them.
