Is this legal?

My MIL recently bought a new house and she forgot some pretty expensive purses in her old house. She asked for them back from the buyers but they won’t give them back.

She tried to file a police report but the police said since she left them behind it’s now their property.

To me that just doesn’t seem legal? But maybe I’m wrong. We’re in Pennsylvania if that matters.
