Is this a stall tactic?

My house is currently on the market and I received an offer that we have had to go back to the buyer’s agent three times now with corrections. He keeps sending the contract in not fully completed. Is this a stall tactic just in case his client finds something better? I could be overthinking it but I had initially accepted another offer a few weeks ago and the buyer “disappeared” according to his agent. I may just be overly suspicious.
