Is this a scam?

I found a listing for a property in my college town and messaged the real estate company directly. For context, this property was fairly cheaper but nicer than the usual apartments in the area. The company sent me an application with a $100 application fee. Without getting any other information, I was expected to pay $100. This company had good reviews, a real website, and I actually even saw the apartment in person so I know it’s real. I messaged a contact from the real estate company and they told me that other people had applied, and in order to be eligible I had to pay the fees. I have a feeling that they are only keeping this listing available to make money off of the application fee. Is this a common practice?
