If the appraisal came in low, can the seller still pay closing costs?

I’m buying and the appraisal came in low. I had wanted the seller to pay $5k of closing costs. So I had added $5k to my offer.

Since lenders don’t loan more than the appraisal value does this mean there’s no way for the seller to pay closing costs now?

Or will the lender still lend the appraisal value + $5k with the understanding this $5k is ultimately going toward closing costs?
