How to go about zoning a guest house/garage into a residential home?

We bought a home in New York that was built by a mobster. He had bought up a decent amount of land (the land amount to build 2-3 homes). With the land he built the main house and a ridiculously large garage in which he made into a full apartment, during the years my family has maintained. The garage is the size of some homes in the neighborhood. We want to go about zoning the piece of land and renovating the garage to an actual house to rent or flip. All value and insight is appreciated.
