How to avoid living in investment property for the first year

I’ve heard of people avoiding living in their rental property for the first year in causes such as a VA loan where the lender and the buyer agree that the buyer will occupy the property for atleast a year before it actually becomes an investment property… any advice on how this is done or is this just completely unethical and should be avoided.
