How does one check a residential lot for problems?

We’ve found what looks to be a decent lot to build our next home.

We know how to check taxes, title, zoning, and flood rating.

But what about other things such as poisons from dumping (this lot has been empty for a while) or soil conditions?

Is that something we need to figure out before we place an offer or is that something we check between the offer and the closing?
