HOA told me roof was covered and just found out that its not

Im 22 helping my dad buy a house. We are in a hot market so we waived the inspection, and the HOA confirmed that the roof was covered which was our main concern so we figured it would be okay. Im in the process of getting homeowners insurance and the only policy I can get is through Citizens (which I realize is a last choice for anyone) because of the roof. Its missing shingles and is in “unsatisfactory” shape per inspection, although no signs of leaks were found. I called the HOA to see how quickly we could get the roof replaced and they tell me nothing is covered, only grounds. We are already paying $10k over asking. A new roof will be around $10-11k. I still need to schedule a termite inspection as well. Honestly I dont know what to do from here, I’m scared to continue with the house. The rest of the inspection was fine, minor cosmetic issues. Any and all advice is appreciated, I thought I was being thorough and everything I was trying to avoid seems to have come up. 🙁
