Finding Lot Owner for Driveway Easement

There is a lot I’m interested in purchasing, contingent upon being able to build a driveway across the neighboring lot, which is owned by a different person, to reach the road. According to the county records, the lot was purchased about 40 years ago and never developed. So I need to contact this lot owner about either obtaining an easement for the driveway or purchasing the lot from them. I did an online background check using the name on the deed and found that one of the owners is deceased and the other one is 77 years old. My attempts to contact the one that is alive have not been successful.

What should I do next? Is there some kind of way to find out who inherited the property? A way to find out who has most recently paid the property taxes to the city and county? (If taxes are delinquent, I should be able to take possession of the property this way but it’s long and complicated)

Location is Pittsburgh, PA area.
