Do any agents offer an alternative to commission based on sale price?

Fee or better yet, percentage of amount less than purchase price? IE house listed at 200k but sells for 190k, agent gets commission of percentage of the 10k saved. I’m asking because it seems to me there is really no such thing as buyer’s agent. Why would the agent not try to get the buyer to pay the highest price they can convince them?
