Buyers agent commission credited to buyer – offer from investor

I am selling my house, I’ve gotten an offer from an investor. It’s a clean, all cash offer. In the special stipulations it states that all of the buyers agents commission will be credited to the buyer at closing. This makes me think that the “agent” is functionally the same entity as the buyer (i.e. in house agent of investment company). So it kind of seems like a sneaky way to decrease their actual offer by 3% net. Is this common? And is it reasonable for me to negotiate on the buyers “agent” commission or even ask for it to be waived?
