Build a fence and block my neighbors windows or no?

Hello! We recently purchased a house on a 2500 sq ft lot. The neighbor on one side tore down their house when they bought in 2019 and built a new house, building completely up the the lot line. They mentioned when we moved in that the previous owner of our property gave them permission to do so and that it’s a normal thing in this neighborhood for neighbors lot lines to get fudged by a couple inches. The issue we have is with privacy. The neighbors windows look directly into ours and into our back yard as there is no fence between us. The other issue is of course security due to no fence or gate. Anyone can walk off the street into our back yard.

So my question is, is it a dick move to build a fence that would go right in front of their windows? We also thought of planting shrubs but then we wouldn’t have the security of having a completely fenced in lot. This is Los Angeles so I think security is important.
