Assuming the last name of another property owner on deed

I’m looking at an ownership change for a residential property in which the new owners are listed as “LINDA L & LAURA A LASTNAME” (I’ve changed the real last name for privacy reasons). Transfer date: May 4, 2004. Transfer Type: C – Construction. In this transaction, it looks to me like Linda has assumed Laura’s last name.

This being the case, would it be reasonable to assume that Linda and Laura are married? What other relationship can exist where Person 1 has assumed Person 2’s last name? (in subsequent other filings since then, like voter registration, Person 1 has used their own last name).

(They are not related)

I’m investigating possible fraud.
