25 yr/o Vet looking for real estate answers.

I have recently transitioned out of the military and currently live back home in Texas. I have about 700 bucks in savings and currently on unemployment. With my current situation would I be able to apply for the VA loan?

My goal is to own a building, live in one unit and rent out the rest or buy a home and rent out the rooms as I am living in a college town going to school.

Is this possible in my current financial situation? What steps do I need to follow to make this happen? I need a bit of guidance.
